For the dawn blue hour look, the goal was to simulate long-exposure photography that would be used in reality for this time of day since pre-sunrise lighting is incredibly dim. EV wise, it's close to the intensity of candle light. For the interior, all of the lighting has been disabled except for the main cross at the front of the room. The idea being that the church would keep it on at night for people walking by and as a sort of security measure. It also looks more interesting to see it overexpose in the render!
The piano lamp was left on because someone was careless when they left for the night. Also because the fluorescent color is fun.
